For nearly a century, American Electric Power (AEP) has served the Kingsport, Tenn., community by many names, but our dedication to customers has remained constant. We are known by Kingsport Power Company and we also do business as AEP Appalachian Power. Our operations, including rates and tariffs, are governed by the Tennessee Regulatory Authority (TRA).
In August 2016, the TRA authorized the company to implement new distribution rates and establish a new combined fuel and power purchase rider applicable to all customers on a prorated basis effective September 1, 2016.
In September 2016, bills reflect a prorated share of both the old elements (base rates, fuel rider, purchased power rider) and new elements (distribution service cost, a combined fuel and purchased power rider) of a bill. Beginning in October 2016, customer bills reflect only the new elements.
Customers residing within the City of Kingsport see a line item to collect a franchise fee that was put into effect in August 2016. Bills may also include required taxes or other adjustments.
Kingsport's base rates had not changed since 1992 and these new rates will enable it to recover the present-day costs associated with serving its customers. The cost per kilowatt-hour (kWh) of electricity for a residential customer is 8.03 cents; there is also a $12.63 customer charge each month. A typical residential customer can expect to realize an increase of about 4-5 percent from an average 2015 bill.
Even with the implementation of the new distribution rates and the franchise fee within the City of Kingsport, Kingsport Power remains the lowest-cost power provider among its neighboring utilities.
