Appalachian Power Company (APCo), an American Electric Power company, is pursuing additional Energy Storage Assets via the following request for proposals (RFPs).

APCo is pursuing up to 500 MW of accredited nameplate capacity from Energy Storage Resources from this RFP. The resources requested via this RFP will be acquired via PSAs for purchase of 100% of the equity interest of the Project’s limited liability company (Project’s LLC). New PSA Resources will be acquired on or about Mechanical Completion. Existing Energy Storage Facilities are also eligible for submission. Projects must be physically located and deliverable to the Commonwealth of Virginia and interconnected (via Interconnection Agreement or pseudo-tie) to the PJM Transmission system. The Company is pursuing Projects that can achieve COD targeted for CODs no later than 3/31/2030, however, proposals with later CODs will also be considered.
APCo is pursuing up to 300MW purchases of electric capacity from Energy Storage resources within the PJM region that will enable APCo to satisfy its load and planning reserve obligations. The Energy Storage resource must have accredited Installed Available Capacity that satisfies the qualifications of the PJM Open Access Transmission Tariff and the PJM Rules to provide Accredited UCAP to APCo. Additionally, Bidders must have 100% ownership of the asset or have documented authority to offer the asset into the RFP.
Proposals will be evaluated based on criteria outlined in the RFPs.
Appalachian Power Company encourages the use of local goods or services sourced, in whole or in part, from one or more Virginia or West Virginia based businesses in the construction and/or operation of the projects or United States-based manufacturers using materials or product components made in Virginia or the United States. Projects must conform to the requirements in the Virginia Environmental Justice Act (Virginia Code §§ 2.2-234, et. seq.).
