Noelle Coates serves as Vice President of Regulatory Affairs and Legal for Appalachian Power Company (APCo), where she leads regulatory strategy across Tennessee, Virginia and West Virginia while overseeing the legal function.

In her role, she works to strengthen collaboration, support strategic decision-making and help ensure APCo continues to meet the needs of its customers, communities and regulators. Her focus is pursuing regulatory and legislative strategies that enhance reliability, support economic development and maintain reasonably priced electricity for customers.

Coates brings nearly two decades of experience with APCo and American Electric Power (AEP), both as outside counsel and, since 2015, as internal counsel. Since joining AEP, she has served in a variety of regulatory and legal leadership roles, most recently as Assistant General Counsel for Regulated Generation and Senior Counsel for Virginia/Tennessee regulatory affairs.

Coates obtained a Bachelor of Science in International Diplomacy and Security from Georgetown University and a Juris Doctor from William and Mary School of Law. Outside of work, she enjoys traveling with her husband and spending time with their black Labrador Retriever.
