Appalachian Power has filed an application for a Certificate of Public Convenience and Necessity to construct a 629-megawatt IGCC plant in West Virginia. It also will file an application with the Virginia State Corporate Commission for approval of the West Virginia plant and recovery of project costs. The proposed plant could be completed in mid-2012 at a cost of approximately $2.23 billion. It will be located in Mason County, W.Va., adjacent to the company’s Mountaineer Plant.
